A woven label goes inside a garment. That single fact separates it from a woven patch, which goes on the outside, and it changes everything about how the label is made. A label has to account for the fold, the seam allowance and the fact that part of it disappears into the construction of the garment. A patch does not.
The measurement that matters is not the label, it is the visible area. If a label is folded and sewn into a neckline, some of its height is taken by the fold and more by the stitching, and what remains is what anyone actually reads. Tell us how the label will be attached and we will work back from the visible area rather than sizing the printed dimension and letting the garment eat into it.
Woven construction is chosen here for the same reason it is chosen for patches: fine threads hold small lettering that other methods close up. Labels are small by definition and usually carry a brand name at a size where every letterform matters. Send the artwork at the finished visible size, and if the label also has to carry care or content information, say so early, because that is a different kind of problem.

vs. Woven patches
Same weaving, different object, and ordering the wrong one is a genuinely expensive mistake. A patch is an external emblem, finished with a border and a backing, sized to sit on the outside of a garment. A label is made to be sewn in, planned with fold and seam allowance, and judged on the visible area rather than the overall dimension.

vs. Printed lanyards
Both are narrow strips and that is where the similarity ends. A lanyard is printed, worn around the neck and read across a room, so it is a low-detail object at a distance. A label is woven, sewn inside a garment and read at arm's length, which is why fine thread matters and why small lettering is the whole point.

vs. Printed patches
Printing handles photographs, gradients and unlimited color, none of which a label usually needs. What a label needs is a brand name legible at a very small size, and woven construction is better at that than printing is. If your label design genuinely depends on a photographic element, tell us and we will discuss it, but it is an unusual requirement here.
