These are two different jobs and buyers mix them up constantly. Vector conversion fixes artwork that is too low-resolution, too rough or too messy to work from. Digitizing takes artwork that is already fine and turns it into the stitch instructions an embroidery machine needs. A logo can need one, the other, both, or neither.
Both are included with a patch order, and either can be bought on its own and quoted separately. Send the best source you have and tell us where it is going; we will say which service it actually needs.

Vector conversion
If your artwork is a small JPEG, a screenshot, a photo of a printed shirt or a sketch on paper, this is the service you need. We redraw it by hand as clean vector paths that hold their edges at any size, simplifying where the original is too fine to survive production. Embroidery digitizing
If your artwork is already clean and the patch is embroidered, this is the step that turns it into something a machine can sew. It decides the order the colors go down, what sits underneath them, which stitch type each shape gets, and how much to compensate for the way fabric pulls. Vector is not digitizing.
A vector file is a drawing. A stitch file is a set of instructions for a specific machine sewing a specific design on a specific surface. Handing an embroidery machine a vector file does not work, which is why a clean logo can still need digitizing. Both services are included with a patch order, and either can be bought on its own and quoted separately.
